House Bill Seeks to Prevent SNAP Fraud and Theft

The legislation responds to USDA reports of duplicate, outdated, and stolen SNAP benefits.

Representative Nancy Mace recently introduced the Food Assistance Integrity and Responsibility (FAIR) Act would require that each Supplemental Nutrition Assistance Program (SNAP) EBT card display a recent photo of the approved user. It would also require states to issue additional photo-verified cards for households with more than one authorized shopper.

The legislation requiring photographs on the EBT cards was introduced in response to Agriculture Secretary Brooke Rollins’ reported widespread irregularities in SNAP records, including deceased individuals still listed, people receiving benefits in multiple states, and alleged significant fraud losses.

The bill also calls for retailers to verify the cardholder’s photo before processing transactions and directs the USDA to update regulations within 18 months. Secretary Rollins said many states have yet to act on a February directive clarifying that SNAP benefits are reserved for U.S. citizens and legal residents, a requirement tied to an executive order from President Trump.
